Error 99 "This transaction cannot be accepted." when submitting the order to the Authorize.Net payment gateway.
The server-generated fingerprint does not match the merchant-specified fingerprint in the x_FPHash field.
The transaction key needs to be created in the Authorize.Net merchant panel under Settings > Security and entered into the AShop payment option setting for Authorize.Net SIM.
